
I added a spacer to my Scott Addict 30 stem, and I stupidly didn’t take photos while I was disassembling. There were two black metal washers that came off when I took everything apart, one of which I think goes between the stem and the stem cap, but the other I have no idea. The circumference doesn’t allow it to go down on the stem, so I’m really at a loss. Photo of part is attached. Thanks in advance for the help!

You have a fixed steerer tube length, and a number of tubes, including the head tube, spacers and stem, that this steerer has to go through.
When properly cut and properly tensioned, the steerer length is just a tad bit shorter than the length of the head tube on the frame, the stem and and spacers.
You are likely missing a spacer.
If all this is alien to you, go to a shop.

Is that even metal? Looks like an o-ring. That being said all of the bolts that goes in the stem faceplate and pinch bolts have washers on them. If you install one without a washer it is not ideal but it will still function just fine.
Seems to be a 1cm / 10mm stem spacer, I fyou replaced the original stem with a larger stack stem(taller at the clamping aree) it might have made the spacer redundant, so you don’t need it now, but it might have made tightening the headset impossible if it’s longe but not long enough to give 3mm gap down to the steerer tube, if so you need a 5mm spacer on top, on underneath.
