First thing I would do is check the bottom bracket for wear. Most of these were non-sealed bearing and if you can replace the bearings before they wear out the cup, it’s still one of the smoothest bottom brackets you can find.

It’s a low end Bianchi, because it would be pointless to counterfeit a low end bike as another low end bike.
The interesting part is the Piaggio decal. Some of them were made in Japan with Ishiwata tubing, tho’ I doubt it’s one of those (no panto on fork, no numbers under the BB, lugs are low end, etc).

It is, but I’m betting you could have bought a much nicer bike without paying for the Bianchi name tax. This is a bottom middle range bike at best.
