I'm guessing it's the break pads rubbing on the disk but the wheel seems to be rotating smoothly. So, I'm not sure.

Does sound like the disc, can you try spacing to lift it further from the rotor?
It sounds like a spoke is catching. Are you sure it’s not touching the saddle in front of it as you’re spinning?
