Couplers on a city bikes is pretty unique, but it may not have started out that way. Any serial numbers you can find? It’s a custom build for sure, since retrofitting couplers comes with a re-paint, so if these were after the fact it’s pretty much anyone’s guess. I’m leaning towards a co-motion frame, but maybe 10-15 years old, comotion I believe has a sticker for a head tube badge, and they are based in Eugene
