I assume they're used to shim out the cleat mounting plate inside the shoe if the material between the cleat and the mounting plate is too thin or worn?
As you suspected, they’re cleat shims. Not necessarily to compensate for wear but to move the cleat closer to the pedal if it’s set too deep into the tread of the shoe to engage in your pedals.
