The wheel/tire is not setup tubeless. The tube is leaking air. You should fix the rim strip or get some wider tape and then get a new tube for the tire

I’d be very surprised if the run bike is set up tubeless. Meaning it very likely has a tube inside the tire that is leaking, that spot is probably just where you hear it escaping. You’ll need to take the tire off the rim and remove the tube, any bike shop would have a tube you just need the wheel size (12”/16”/20”). Any bike shop could also fix that for you if you aren’t able. But they’ll of course charge you for it.

Get tape type rim strip that comes in a roll to stick on top of those sharp nipple edges.

Then get proper sized inner tubes. Find the right size.

Put the rim tape back over that exposed spoke. Replace or repair the tube now the spoke has punctured it.
Patch the tube
