Derailleur hanger. Cross threaded like a motherfucker from the looks of it. You might be able to tap it out at this point given how Spinney it is. Try a tap hammer and a socket small enough to knock out the inside bolt (its plastic if that’s a UDH). You’ll need a new derailleur hanger to put this back on fyi.
You might try grabbing the little wings with pliers and pulling away from the frame while you turn the thing on the other side. Something to try to force the two parts apart, to give the torn up threads a chance to grip. Maybe if you have a very thin screwdriver you can pry it out a little as you unscrew
You definitely don’t need a a whole new rear frame, just the two new pieces that screw together
