Definitely not part of any wheelbuilding tool I’ve ever used.

Looks like they’d slide into a roof top cross bar and hold the wheel (installed on the bike) in place for transport. T-track/slot sort of thing.

As far as the rack. Looks like the type used in pickup beds. No relation to a truing stand.

Bike mount for a truck bed. The bits currently attached to the quick releases mount separately and hold wheels. The quick release thingies hold the front fork of two bikes.
