Tighten the cable some more
Clean the pads (sand with 200grit, then break cleaner)
Clean disk with break cleaner or isopropyl alcohol
Im no expert by any means but I would check the pads
Maybe the brake pads are too far from the brake rotor. There should be a screw on the caliper that can adjust the pad distance from the rotor
