
There is no play anywhere and everything functions well. I disassembled it out of curiosity and balls started falling out. I stuck everything back best of my ability and put it back together. Functions fine, just the ring refuses to go further. What do you use to tighten those rings anyway?

Are you sure your replacement is the right size?
Or that you aren’t missing some spacer?
Correct amount of balls? One too many with the race forcing them into a circle and it might not be threading in completely. But it also won’t sit completely flush anyways so there isn’t too much friction. For that part you use a pair of channellocks.
Typically these headsets come with a plastic ring which acts as a dust and or dirt shield. I’ve seen plenty of the more frugal variety not come with said ring. However to know if it is tight enough lock the front brake and wiggle as if going back and forth, if the steer tube shifts it is loose. If not then the headset is tight enough, it should be able to free spin/steer with out play.
