Eh, I’ve been riding a 42 cm handlebar forever (I have relatively broad shoulders) and even I understood that the rule was nonsense for smaller riders. I’m sure there is a breaking point for where a narrow handlebar makes handling problems, but clearly, the UCI has no idea where that is and did not do analysis of the problem from that perspective. Typical UCI rulemaking that they’ve been doing for decades: some crotchety old man doesn’t like what the whippersnappers are doing and bans it.
