I've been getting this noise mostly coming from the left side. I tightened both cranks and the right one was loose. However, still getting noise. Could it also be the pedals?

Sounds like bottom bracket creaking. Might want to double check the tightness and bearing wear. BTW what bags are on your bars?
Our shop charges $150 for ‘Creak Abatement’, and for good reason. Could be anything man.
Might be your saddle. Torque down all the bolts on the seat tube and seat post.
A good way to check this is, when you’re not on the bike :
1. Turn the pedals and check if there’s noise/rough spots
2. Push on the saddle, twist it and check for creaking
