If it’s the right size for you it could be a great beginner road bike for the money. The other commenters are complaining about things which are easily fixed like the angle of the handlebars. Possibly implies that the previous owner didn’t really know what they were doing, or were trying to compensate for it being the wrong size for them.

Yeah that’d be a fantastic first road bike if it fits you. I’d ask to test ride it though, just explain you wanna make sure it fits you and don’t look like you’re gone steal it.
Very much to change the handlebar angle though, that’s not how they were intended to be used and it looks like the previous owner was compensating for bad fit.

Those handlebars indicate a rider who had no idea what they were doing. Inspect every part of it before buying and expect to replace chain/cassette etc.

Pay the asking price. Its an extremely fair price. Not outrageously low, not over priced.
