No. $300 max! $200 is good deal
There’s a good chance this bike could fit you (I’m 5’8″ and take a 54 in Specialized) but as always, ride it first and make sure. Depending on proportions this can vary.
I think the price looks a little high. Rim brakes are outdated (although fine to use) and Claris components are just fine for getting started but not worth an inflated price. I’d offer $300 if it fits.
