I’m unfamiliar with the brand but the Ultegra RD is decent enough. I think 200 may be priced right but don’t know the condition of the tires or drivetrain. This should get you commuting to work fine though I’d dispense with that padded seat cover right away and it that’s a phone holder toss that too.

Looks like a good bike, good components and a decent frame and fork
Check for any frame damage, and if it fits and rides ok, then that’s a great deal. I think you could also put fenders and a rear rack on it.
