No. Stem angle is measured as off horizontal. So a +/- 6° stem would sit 6° above or below a line perpendicular to your steerer tube.

That would be called 0°, because we know it is supposed to connect at a 90° angle. I bet yours has a small positive angle, 7° is a pretty common value. If you flip the stem around you can turn the +7° into -7°.

Well, no. You won’t find a 90 degree stem. You have to account for the angle of your fork which you aren’t doing. Also, you can see that doesn’t orange line isn’t straight through the stem.

Most stems will have an angle printed on the side somewhere, maybe the length as well, and likely the torque requirements for the bolts in nm.

Could be a trick of the camera lens but that looks to me like a 5-9 degree stem angled upwards. A 0 degree stem would make that a 90 degree angle.

Just eyeballing it, it’s a six degree stem. The way it’s mounted is + six degrees. Therefore, it’s at a 96 degree angle from your steerer tube.
