
I took the wheel off to replace the inner tube, but now that it's time to go back on the little arm thingie to tighten the wheel down gets caught on the frame and can't spin. The disc is in the brake slot, the chain is connected, and when I spin the pedal the wheel spins freely but I cannot get it tightened down. Please help my dumbness. =]

The arm thingy is a lever for a cam, flip it to the closed position.

Rotate the arm -90 degrees. Tighten or loosen via the opposite side nut on the axle while twisting the opposite way with the arm. Close arm away from frame.
Flip that lever out so that the side saying ‘open’ is facing outwards. Then you need to rotate that lever until it’s oriented in a way that you can fully close it by flipping 180° until the side saying ‘closed’ on it is outward facing, without it hitting the frame or anything else. Do your adjustment with the nut on the other end of the skewer to get the bite point right. Look up a video on how to use a quick release skewer.
Definitely didn’t tighten the nut, but now I realize I put the rotation of the tire backwards, so it looks like I get to practice once more, haha.
