I’m looking to get a phone holder for my bike that would attach to the handlebars since buying a full on Garmin navigation device would be really expensive and overkill for the trips that I’m doing. I found this and I’m assuming that it’s one of the two parts that I would need to attach a thing to it, one part being the thing that I’m holding in the other part being a quarter turn mount. Is there a good way that I could attach my phone using this and does anybody know of any parts that would help?

Just get a quad lock and save yourself the trouble of looking for whatever fits into this thing.
It looks like a pretty standard garmin mount.
Something like this might work – but I’d try and make sure it’s a garmin style mount before buying anything.

if you’ve got a modern phone from samsung apple or huawai, you could get an sp connect case and mount. they are really nice but only have phone cases for the most popular models.
I’m using Fidlock, because its almost flat at my smartphone.
