  1. Best bang for buck is probably:

    – new tires

Conti GP5000 is a well liked fast tire, Schwalbe One or Vittoria Rubino are a little cheaper. Generally a higher performance tire will roll faster and feel better, but will also less durable and more expensive.

    – new bar tape

easy win, cheap and that’s the part you touch all the time

    – replace consumables

brake pads, chain, cassette, cables – only if they need replacing of course

    – good cycling clothes and helmet (padded shorts!)

    – if you want to ride clipless, new pedals and shoes

    – bike computer

Used older Garmin, Edge 810s for example are getting quite cheap. Much nicer than using a phone

    – bike fit

don’t necessarily need to go to a pro bike fitter, just reading some articles or watching some videos and playing around with your position to find a comfortable fit should be enough

Other than that, I wouldn’t invest too much into this. Ride this bike as is and upgrade if you really get into it – doing stuff to this bike isn’t really a sensible move, unless you’re really emotionally attached to it.
