I tried hitting the right shifter for and up sh and a down shift but both times it looks like it trying to get to a larger/easier gear.

A rear derailleur is not indexed. If it won’t shift releasing tension the issue has to be in the shifter or elsewhere. If you detach the cable and hold the end of the cable in your hand and shift do you feel it pull and release both directions?
Probably couldn’t hurt to spray some cleaner in the shifter and then a bit of lube like triflow
