Yeah, over 1k of climbs is not for the faint of heart. Better start out with just a few hundred meters climbs for a starter and to get a feel of it. 13.5kmh is actually not bad for that. I recall doing just 9km/h on very steep gradients in my lowest gear of 38T front and 46T back. So even if you do 25 on the flats, which is a good speed for a packed bike btw, it may average out to below 15kmh on very steep terrain.
