I have this bag that rubs the tire when loaded. I had this rack on hand and bent so stays so it would work. Not the biggest fan of the look but it works.
What rack or support could I get that would work. I don't want to have a full rack that mounts down by the dropouts. Smaller and sleeker the better.

Impressive!
I use a Carradice bagman for this exact purpose
you have the right idea, pushing it out will pull it up, something like shovel research rod steward, either that one or a DIY version would do something similiar.
but just my take, your bag is so big/stuffed, and your clearance from saddle to tire is close enough that i think a minimal rack like a nitto r14 would be safer because eventually you will load something heavy enough, or large enough that a minimal rack still might not be enough to stay off the tire.
Mount the shorter bent struts where you have the longer ones, and have the longer ones mounted about halfway down the seat stay with p clamps
Saddle mounted bag like carrardice? Boner mast rack that clamps onto seat post?
Your best bet is probably a carradice carrier as mentionned before but that also has some spring to it.
If I can add, it sounds like you’re making it really hard for yourself with these variables. Your bag is massive, your rear clearance is pretty small and you don’t want a full rack in the back. Personally I don’t like how a bicycle balances when loading large heavy stuff to the back. I prefer hanging a large bag off my bars, perhaps getting a flat bar for the purpose, medium saddle bag and splitting the rest across the bike
Having the legs mounted so high means they’re carrying almost none of the weight.
All the stress will be on the bent arms and saddle bolt and I’d expect them to be flexing under load.
With a heavy bag they may fracture after a while, as aluminum hardens and becomes more brittle with flexing.
Why not mount it to the eyelets on the dropouts?
Avl spotted
I understand you ant to keep the bag off the tire, but why wouldn’t you just install the Nitto rack how it is supposed to be? Attaching anything to a seat post clamp and bolt to not wise. Salsa sells seat post clamps with separate rack bosses. But your frame has rack bosses installed already. That is an excellent rack by Nitto and they would never recommend an install like this. Get a Nitto R10, Rode Steward, Sim Works Burrito rack, VO Rack Riddle, Carradice saddle bag support. Lots of options out there to address this issue safely.
This has worked great for me, can look slick if you ever come across the right tire https://youtu.be/XNgdO8Y4Rbk?si=1jokL5zYA21FzHJQ
