Does anybody know will it be fine if I swap the 26×1.95 tires on the Kona Fire Mountain bike with 27.5×2.3 tires?

No, you can’t swap the tires. The diamondback is way better, just get a front brake for it.

No, your tires need to match your wheel size. If you have 26″ wheels you need 26″ tires. Also the Diamondback is much better.
Keep the Kona
Sell both, save for better bike.
