    I had the same when it was new. Took it to a bike Shop and they tightened it for free within 2 mins. No rattle since then

    That nut loads the bearings. The nut above it is the locknut. This is what is called a headset on a threaded stem. To adjust the headset, one takes two big flat wrenches, and tightens the locknut down on the other nut, when it has been set at the proper adjustment for the bearings (so there is no looseness, and free movement, ie the sweet spot).

    So, we could guess, that the locknut has not been sufficiently tightened. You should get yourself a headset spanner, and a big crescent wrench, and you can do this yourself.
