Hmm… at the neck of the valve? No chance. Maybe you’re screwing the wisher too tight/loose against under inflated tire?

New tube. Keep your tires inflated.

I’ve had this happen when riding for longer periods with the nut on the valve tightened. It should be loosened after inflating the tire, so the Stress on the part that broke for you is reduced. I think the tube moves slightly when riding so having it held in place tugs on the base of the valve stem.

This can also be caused by under inflation with a loose fitting tire, the tire can slip on the rim under braking, treating the valve stem

Yes. Replace the tube with a highway quality one.

If I were going to try to fix this I’d spread clear Gorilla glue (not the super glue type) on the stem and hole edgeand ease the stem back into place. Let dry for a couple of days. If you can’t get it back in its hole, nothing will help.
It’s highly unlikely that my repair would work, but since I have the glue I’d try.
