Lot of rust, and it seems old. But if you’re willing to clean it and adjust some things then for casual riding I see no issue! Just make sure you fit the bike.

A set of whatever tires and tubes these days is $50.
I’d say any bike that can somewhat comfortably get you from a to b is worth $50. And by the looks of it, this bike would fall into the worth it category.

Could be an alright beater bike. Some of the parts are decent. The rear dropouts remind me of what old lugged Treks used. Although the rest is welded so, maybe not.

Make sure you spare some cash for 2 tires and 2 tubes. It has downtube shifters, so make sure that you are comfortable shifting using the downtube shifters.
Check to see if the chain is okay. Ride it and let us know how it rides in a month, 3 months, 6 months and 1 year and what you changed so far.
