Which way are you turning it? Drive side of the bottom bracket is reverse threaded…
A good way to remember is for both sides of the BB you want to be pulling the wrench toward the front end of the bike when the spanner handle is vertical upwards.
The wrong tool.
Its to thin.
The best tool is a nut.
And have you try the correct move? Clockwise or anti Clockwise?
