My guess is very early 90s based on graphics and components. Aluminum rims and cantilever brakes. Looks like a Shimano 333 internal geared rear hub. I’m not sure if that was original spec or not. It could be an older part that was retrofitted at some point. Looks like the bike needs a bit of love, could be a nice bike path cruiser.
