What do you mean? The black cover? It covers the access hole used for fitting internally routed cables.

It’s a cable guide/stay. If you have cables do not attempt to remove. You would need to free cables by removing the crank, then remove this cover. No need to remove cover unless to clean the interior well. No need to access it unless you are having a bad time threading new cabling
