I turn it left, it only budges up and down, I turn it right it only budges up and down, I'm not sure where or when to stop turning it to return it to the on off position
the nut is pressed onto an inner shaft which rotates a compression valve inside, blocking off oil flow across the piston. It should have a hard stop at each end around 60 degrees apart. If it is turning without a hard stop, or it is not changing the compression, the damper needs to be serviced. If the damper has air in in which is allowing the damper to move up and down freely on the shaft, it needs a service. It has some damage to the outside by the looks of it, but if the damper shaft is not marked it should come up OK with some new oil and seals.
