Can you refuse delivery? While it seems very last minute, I assume that is still an option(?). I’m not saying that you should, so much as arguing that it could be worse.
I got hit with one of these from DHL years ago, because Wiggle used the wrong code. Both companies gave me the run around and I didn’t even get the bill until like a month after delivery. I appealed it and DHL more or less even said I was correct but that I had to have Wiggle fix the code; but I needed to pay DHL anyway as a payment was already made on my behalf. It felt super shady.
The entire mess had me livid and I let it go to collections because I was that annoyed at how it all played out.
No, it wasn’t worth getting upset and taking a ding on my credit score over $30 or so… but at least you get a warning before delivery not a month later.

i thought de minimus still applied except for goods from china

Unless what you ordered was made in China, UPS is stealing from you.
The de minimis rule still applies to all shipments under $800 except from China/HK or of Chinese/HK goods.

Pfft. Tarriffs got nothing on taxes. Just got the delivery of a sram etap rear deraileur off eBay, paid 399USD, got a letter from the customs, had to pay an additional 185usd in taxes.(I live in Asia)

Lol be like IL and write law proposals that would charge you $1.50 on anything delivered to your door per package. Thats from a local pizza, chinese food, to amazon orders and any online medicine or product delivered from anywhere.
