It’s to unscrew the valve core on a tubeless valve
They are cylindrical with 2 flat sides. You slip that over it so the tool is perpendicular to the valve, and use the leverage to unscrew the valve core. Can be really hard to do it with your fingers alone if its jammed up with sealant.
