This is my setup from a 3 day trip this past weekend.
I'm using the Outer Shell rack bag in the front in a basket on a rack. It was bungeed and tied down very well, didn't shake much and didn't move around, but something about it just felt off – I think due to the long distance between the wheel and the bars from the Kona's long head tube and the tall stem I have on it, my handling felt really weird and I'm wondering if a bar bag and smaller pannier combo might work better.
Ideally I'd really like to have a bar mounted bag that then rests on the rack, but I think most bags would be too small to cover the distance from the bar to the rack.
Would a handlebar roll type situation work better? I fear a bar only mounted bag with no support from a rack would sway a lot.

The whole setup seems quite top heavy. Why not use for cages? It would bring the weight lower down and make the whole bike much more stable.
