It’s called a derailleur clutch. It increases the chain tension with it’s on so that there’s no chain slap on rocky terrain, but also makes shifting a bit harder/not as smooth. With the switch off you’ll have smoother shifting but potentially more chain slap if you’re riding on some rough terrain.

Try to move the lower cage of the derailleur with it on. Prevents the chain from coming off while riding over rough terrain.
