If it looks stupid but works, its not stupid
It looks like the tire is dry rotted and split. That would be more like xteeth than xbiking.
Kids in my neighborhood could tune your tire pressures for you and give you some pointers on high speed cornering on . . . whatever that is. They are world class riders of “custom” bikes
The lack of brake is what has me worried a bit
Now I dare you to put road wheels front and back (with brakes pls) to make a cursed hybrid

lol, my wife literally rode to work on a similar setup this morning. She was too lazy to switch over both new 700 wheels so she left the house on 700×25 and 650×2.1
