Experienced wrencher looking for any tips from others on whether it is worth polishing this turd somehow, and what ways you have personal experience if you have done successfully, or if i should just leave it.
I have used autosol polish on similar before, but would you brass brush or sand first, or not bother?
Is an example, multiple areas like around BB have some as well.

I would try the old crunched up aluminum foil trick first.
Maybe see if you can get a borescope inside of the frame and get an idea of how things really look. If it looks that bad on the outside, much worse could be hidden within.
nothing. just leave it. i have a bike that’s been like this for 15 years.
a bridge is not structurally significant.
