Look like the headset needs a special tool but see if you can put a screwdriver or something long and thin into the grooves to get it off.

You might be able to use a cone wrench across the slots on the lock ring. Or a hook spanner grabbing one of the slots.
I imagine there is a real tool for that, though.

I would ask at your local bike shop. Or make one yourself from a box spanner – drill 2 holes at the right height put screwdriver through holes (I’m in the UK so not sure what you call a box spanner over there).

You could try a strap wrench… but I presume there is something more specific made for it.

Go see a Durainrider video. He does it in about five minutes while taking away with the tree as a bike stand. All he has is a set of Allen keys.

You could easily engage to two notches with the edge of a piece of bar stock, and turn counterclockwise (probably).
