I know it's a low price but I'm looking for a starter road bike. Using this primary to work on my endurance on my non-running days. I'm also 5'7".

54cm seems a tad big for a 5’7″ rider.
As for the price, I think it’s a good price for what you get. Ask yourself, can you find a better bike for $250?
Perfect condition may be a stretch. Not sure what that debris is on the lower part of the seat tube and around the cranks but if only cosmetic, pretty fair deal. You’d need pedals of course so worth offering less. The tires/wheels look good from afar
These are getting rarer to find as time goes by, so $200 is a decent price. Hand made in the USA also accords one a decent resale value after a while. Ride it and once you are ready to upgrade if that’s your intention, you’ll at least get $150 to $200 if not more. Change the tires if worn and hope that the crankset, cassette and chain are in good working order.
