You can adjust how far the stem is in the form by a hex bolt on the top of the stem (look up “quill stem”). Many will have a “minimum insertion” mark, make sure you don’t slide it too far out.
You can also adjust the angle of the upper part relative to the rest of the stem by loosening the bolt on the right side of the stem, pivoting the upper portion, then tightening it back up to clamp it in place. If you do this, you may have to loosen one or more bolts on the front of the stem (the ones that clamp the handlebar in place) to rotate the bars back to a comfortable position.
Pry up this part (probably can be rotated out of the way after you lift it up).
That should expose a bolt head. Loosen the bolt a bit (not too much or you’ll have more work—but it’s not the end of the world if you do). When it’s loosened enough, you should be able to muscle the stem loose and raise or lower it.

Do not loosen the large chrome nuts. Stem adjustments are accessed from the top of the stem. Those nuts are what’s attaching the fork to the frame.
