I can think of a few things it could be:

    1. DOA tubes, about half the tubes I’ve had from department stores have failed on first inflation. Could I have had bad luck? Most likely. Could it be confirmation bias? Also likely, but it’s been enough that I go to the bike shop to get better quality ones.

    2. A fold in the tube during inflation. If you inflate the tube just enough to get it shape then mount the tire. Inflate slowly.

    3. Could be something you can’t see in the rim strip, try a new one, or cover the affected area with some tape. If that works, yay, otherwise you’re not far off from where you started

Could be getting caught on the bead. When installing make sure the valve can be moved in and out after you’re finished and before inflating.

  3. Make sure none of those spoke threads are sitting proud of the nipple. Should be flush or receded slightly.

  4. Run your fingers across the rim and the tire- anything that pokes you, is gonna poke the tube as well.

Also check the rim tape and make that it hasn’t gone for a walk.
