I personally ride flat bars, but i do get why you would want a drop bar/bullhorn hybrid. I really like the “fake hoods” idea

I don’t think it looks terrible, but are you aware that you can get hoods without levers in them?

Depending on the brake levers, on some models you’re able to dismount the actual lever.
I rode a similar setup for a while and the rattling drove me insane. Due to the fact that the levers were disconnected from a brake cable they rattled constantly just from road vibration. I took them apart and just used the hoods.
Regardless, it looks clean, you do you man. It’s valuable to take opinions from others too, but this is just nitpicking.

It’s just a preference/priority thing. Like, I think hoods *look* shite, but they’re obviously functional and offer a better/more comfortable grip so I get why people prefer them. Just depends on what you need and/or want.

One of the things I enjoy about fixed gears is how clean and minimal they can look. For me, it’s not that this is “ugly”, it’s more that there’s extra stuff hanging off the bike that clearly isn’t even hooked up. Just adds a level of jankyness that could be avoided.
