

This seat post is completely seized and i want to drill a hole through it and stick a screwdriver through it to twist it out (inspired by the tool in the second pic). I’m wondering if I do that will it be safe to continue using the same seat post? Steel post on a steel frame.

I mean, probably.
But there is always risk when you start drilling components. So proceed at your own risk
The seatpost won’t be usable afterwards, but I see no other reason not to do it. Destroy that thing, and get it out of there to save the frame.
Instead of drilling you can use a pipe wrench. I think it will give you longer leverage than screwdriver. You tried WD40, heating it up and gently hitting with hammer?
Pbblaster overnight. Very large pipe wrench w cheater. Heat may help.
Alternatively, put post in vice, use frame as leverage.
I just got a post like this out using a pipe wrench and some penetrating oil – was a pain in the ass but it got the job done

If you are not worried about the paint (on the frame) put a gas flame to the seat tube multiple times (with time to cool in beteeen).
