    That’s a dropout spacer. It’s meant to keep your axel in the right spot but is totally optional. Just make sure your quick release is closed nice and tight. Keep in mind that shifting the wheel too far back will affect the shifting and chain tension.

  2. If you remove it, make sure the QR is tight enough to not move. You might need to clean the surface, even sand back any paint on that channel so the QR is touching metal

  3. If you take it off your bike will explode. It’s usually a 5-10 second timer on a half kilo of dynamite.

    It’s why you don’t see many of them in the wild anymore

    It could also be a dropout spacer? 
    Unscrew it and run, let us know the results
