Yea I don’t think there should be any difference. The bars or stem must be tweaked.

  2. That bike is brand new or new to you? Bar tape looks aftermarket (super caz) and top tube seems to have scuffs. Doesn’t answer your question but if the bike was sold to you as new take it back even if it’s a minor adjustment.

yes, they should be symmetrical. Assuming it’s a new bike, the shop that sold it to you will fix it up for you. It looks like the difference can be measured by a scant a few millimeters at the far edge, which means you probably wouldn’t even be able to tell with your hands on the drops. And since you don’t generally, if ever, need to turn your handlebars that far during rides I wouldn’t call it a critical adjustment. Nonetheless, I’d want to get that fixed, one way or another.

If you’re unlucky, the handlebars themselves might not be symmetrical. aluminum handlebars could be simply tweaked back into shape with some judicial application of force. I have no experience with carbon handlebars so I’m not sure if they can be similarly tweaked.

But if you’re lucky, it seems plausible that they aren’t seated properly in the stem. That would be an easy enough fix.
