Is this bump of the front wheel dangerous?

Hello,

I’ve bought a second-hand bike and – my mistake – haven’t been cautious enough when examining it and testing it.

There is a little hole/bump in the front, just below the point where the tire is encapsulated. You can feel it when using the front brakes, it feels like a little bump when the brakes are touching this hole.

I have no clue whether or not this is dangerous? Can I ride this bike safely?
