If the law is the same as where I’m from, those dash lines mean it’s legal for them to enter the bike lane.
It doesn’t mean parking in the bike lane is any safer. It’s not. It’s just legal. That means cyclists have to ride with motor vehicles. And if other drivers don’t like it, they can complain to the city about motor vehicles in the bike lane.
