The frame is still a great one. You’d find comparable framesets only for such a price. Plus you get an okay groupset and everything. The wheels are a bit of a bummer optically but certainly ride well. So you can sure give it a go and upgrade with some nice and deep Aliexpress wheel eventually and a higher end groupset whenever you feel like you need it. Can’t go wrong imo

If only the Tarmac, get the Tarmac. If it’s both the Tarmac and Allez, your choice.
Used, well that depends on your local market. You might be waiting a long time to find something as nice, in the correct size, and at a reasonable price.

Tarmac + used carbon wheels (zipp, Reynolds, reserve, hunt, etc). Plenty of good wheelsets in the $450-1200 range in my used market
