Picked up this rack for $10 at a resupply! Now mounting it on my bike and stuff doesn’t quite line up the way I want it to. The whole rack is welded so no adjustments there. Should I cut and re weld the seat stay supports or just rock a back tilted rack?

No adjustments? I would use it tilted, unless you can easily get someone who can weld it
I would personally…just buy a rack that fits my bike. I wouldn’t mount it at an angle. Cutting and welding tubing with such thin walls seems like a pretty major effort, especially if you don’t have the tools and/or experience. Do you have access to a welder and the skills to use it? I’m speaking as someone who welds for a living. Any additional info you can provide?
Bend more arch into the bar. A more aggressive curve will make it align
cut, pinch and drill a new hole. if doesnt work get it properly welded
