I'm trying to fix my kids brakes, v-brakes. The bike it's self has seen some things and had a better life…
My question is, when replacing the brake pads should I be able to adjust the angle of the pad? Currently one edge touches, while the other end floats 3ish mm from the rim.
To me it looks like it should be parallel out of the factory, therefore no adjustment necessary or needed.
Any tips or tricks out there?

You want the pads to “toe in”. When you squeeze the lever, the ~~rear~~ front of the pad should contact the rim first. The is helps with brake modulation.
There are usually “half-moon” (or “cam”) type washers/spacers that are part of the new bolt-on brake shoe — they allow for adjustment to match the rim. The other angle (forward/back) is relevant, and related to squeaks too – but first find your adjustability.
also, can u specify: 3mm from rim? is your angle up/down or left/right?
This sounds like it might not be the brake pads themselves. It sounds like the brake calliper isn’t properly aligned. There are small screws on the V-brake that, when tightened, push the brake arm outward. You can use these to adjust the brake position correctly.
