Can someone please tell me what I’m doing wrong here? I’m installing a Sram 160mm Centerlock X rotor onto a front I-9 Hydra hub. The fork is a Fox 34 Stepcast 15×110 through-axle. For some reason, even when I install the lock ring at 40nM torque, the rotor still has lateral play. I’m pretty sure I’m not cross threaded. I’ve tried installing a Hope rotor too and same issue. I’ve tried the included SRAM lockring as well as a Wolftooth lockring. Is there supposed to be some sort of washer between the hub and the rotor?

There should be no play and I’ve installed many a center lock rotor and never had to use an actual rotor spacer, it’s a specific spec that hubs and rotors implement. Tiny shims do exist to fine tune spacing if needed to enable you to have consistent rotor to brake pad space across multiple wheel sets, but that’s all I’ve seen.

Your lock ring has the thin aluminum ring on it that sits between the lock ring and the rotor, right?

You will find a square hole in the tool. That’s for a 3/8 ratchet. Torque it down to 30Nm or whatever it says on the locking.
